En el marco de la celebración del Día Internacional de la Lucha contra la Pesca Ilegal, no Declarada y no Reglamentada (INDNR), este 05 de junio, el Instituto Costarricense de Pesca y Acuicultura, (INCOPESCA), y la organización sin fines de lucro OceanMind, suscribieron un convenio de cooperación para facilitar la aplicación de la regulación marítima gracias a su experiencia en el análisis de información satelital y de rastreo de buques.
Este instrumento de cooperación llega a fortalecer las acciones de nuestro país en materia de protección de nuestra flota pesquera y los recursos marinos, con lo cual se refuerza el compromiso Costa Rica en materia de seguridad, conservación y lucha contra la pesca ilegal, no declarada y no reglamentada.
“Como país debemos continuar fortaleciendo los esfuerzos contra la pesca ilegal, no declarada y no reglamentada en nuestro territorio marino, aún tenemos desafíos importantes, sin embargo, hemos venido trabajando articuladamente a nivel nacional para ordenar nuestras pesquerías y aprovechar la riqueza del mar, asociado con unos esfuerzos concertados de luchar, desincentivar y acabar con este flagelo, que tiene el potencial de socavar nuestra riqueza pesquera y agudizar los problemas de pobreza que enfrentan nuestros pescadores”, declaró Daniel Carrasco, Presidente Ejecutivo del INCOPESCA, durante el acto de firma del acuerdo.
OceanMind respaldará al gobierno costarricense con análisis continuados, formación para potenciar las capacidades futuras de la nación y avanzada tecnología como el aprendizaje automático.
“Costa Rica está dando grandes pasos en el uso de inteligencia en la aplicación de la normativa marina, estamos orgullosos de poder dar soporte para que el gobierno aumente su capacidad propia junto a otros países de la región”, destacó Pablo Trueba, Analista Senior de Pesquerías de OceanMind.
“Con la aprobación de este convenio, avanzamos en los compromisos asumidos en la Comisión Presidencial contra la pesca ilegal, instaurada por el Presidente Alvarado mediante Decreto Ejecutivo 41025-MP-MAG-MSP, y conformada por el MAG, INCOPESCA, MINAE, Ministerio de Seguridad Pública, Servicio Nacional de Guardacostas y Vigilancia Aérea y el Ministerio de Relaciones Exteriores y Culto, entre otras dependencias relacionadas con el tema”, manifestó por su parte el Viceministro de Agricultura y Ganadería, Marlon Monge Castro, quien funge como coordinador de la Comisión Presidencial contra la Pesca Ilegal.
La organización no gubernamental Conservación Internacional-Costa Rica (CI-CR), quien trabaja en alianza con INCOPESCA en el combate contra la pesca INDNR y con OceanMind para promover el fortalecimiento de capacidades nacionales hacia control monitoreo y vigilancia marina, fungió como testigo de honor de este importante acuerdo de cooperación.
“Desde Conservación Internacional Costa Rica, haber apoyado el desarrollo de este acuerdo de colaboración es clave para la promoción e implementación de mecanismos hacia una gestión efectiva y transparente de las pesquerías del país. Para CI, este refleja el compromiso y plan de trabajo conjunto que tenemos con INCOPESCA y la colaboración que hacia la mejora de capacidades en control y vigilancia de las autoridades nacionales que hemos venido trabajando hace más de seis años con OceanMind”, indicó Ana Gloria Guzmán, Directora Ejecutiva de CI-CR.
Los análisis de la actividad pesquera de Costa Rica se utilizarán para mejorar el entendimiento de las autoridades sobre el comportamiento de las embarcaciones y combatir la pesca ilegal que tanto perjudica a nuestra flota pesquera, ya que facilitará identificar a quienes operan conforme a la ley y reconocer, a través de la evidencia que permite la información, a quienes la incumplen.
Además, este acuerdo y el uso de herramientas tecnológicas de última generación e inteligencia artificial, facilitará la protección y seguridad de nuestros pescadores, cuando se encuentren en mar abierto, brindará una entrada y desembarque en puertos más rápidos y eficientes, y abre oportunidades para implementar incentivos regulatorios y de mercado para recompensarlos.
“La adopción de este convenio demuestra el liderazgo de Costa Rica y su compromiso con la transparencia, al contar con datos y un sistema de monitoreo de las embarcaciones que transiten por nuestras aguas. Trabajar junto con OceanMind nos permitirá promover el uso sostenible de nuestros recursos marinos y beneficiar al sector pesquero, tanto mediante el fortalecimiento de las medidas de control y vigilancia en nuestras aguas jurisdiccionales, como aportando garantía para nuestro sector pesquero en los mercados internacionales de que nuestro pescado proviene de fuentes sostenibles», agregó Carrasco.
Las aguas nacionales de Costa Rica cubren cerca de 600.000 km2, 10 veces más grande que su área terrestre, y es un país ampliamente reconocido por su liderazgo ambiental global. Las pesquerías son una fuente vital de trabajo para muchas comunidades costeras en Costa Rica.
INCOPESCA and Ocean Mind join forces to protect
fishing fleet and maritime resources
- The fight against illegal, unreported and unregulated (IUU) fishing is a priority of this Administration.
- This alliance will facilitate the fight against illegal fishing, as well as for fisheries transparency, in their path to certify the sustainable fishing of tuna, dorado and swordfish, in order to access international markets for responsible consumption.
- The approval of this agreement is part of the commitments assumed in the Presidential Commission against illegal fishing established by President Alvarado and made up of MAG, INCOPESCA, MINAE, Ministry of Public Security, National Service of Coast Guard and Air Surveillance and the Foreign Ministry.
San Jose Costa Rica. June 4th, 2021. In connection of the celebration of the International Day of the fight against Illegal, Unreported and Unregulated Fishing (IUU) this June 5th, the Costa Rican Institute of Fisheries and Aquaculture, (INCOPESCA), and the non-profit organization OceanMind, signed a cooperation agreement to facilitate the application of maritime regulation thanks to their experience in analysing satellite information and vessel tracking.
This cooperation instrument strengthens the actions of our country regarding the protection of our fishing fleet and marine resources, thereby reinforcing Costa Rica’s commitment in terms of safety, conservation and the fight against IUU fishing.
» As country and coastal state, we must continue to strengthen efforts against illegal, unreported and unregulated fishing in our marine territory, we still have significant challenges, however have been working articulately nationwide to align our fisheries and sustainably harness the marine resources , associated with coordinated efforts to fight, discourage and eliminate this scourge, which has the potential to undermine our fishing wealth and exacerbate poverty issues facing our fishermen» declared Daniel Carrasco, Executive President of INCOPESCA, during the act of signing the agreement.
OceanMind will support the Costa Rican government with ongoing analysis, training to empower the nation’s future capabilities, and advanced technology such as machine learning.

The non-governmental organization Conservation International-Costa Rica (CI-CR), which works in alliance with INCOPESCA in the fight against IUU fishing and with OceanMind to promote the strengthening of national capacities towards control, monitoring and marine surveillance, served as a witness of honour of this important cooperation agreement.
“From Conservation International Costa Rica, supporting the development of this cooperation agreement is key to promote and implement mechanisms that enable effective and transparent management of the country’s fisheries. For CI, this agreement reflects our commitment and joint workplan with INCOPESCA as well as the collaboration towards improving national authorities’ surveillance and enforcement capacities, that we have been working with OceanMind for more than 6 years”, highlighted Ana Gloria Guzmán, Executive Director of CI-CR
The analysis of the fishing activity in Costa Rica will be used to improve the authorities’ understanding of the behaviour of the vessels and combat illegal fishing that is so damaging to our fishing fleet, since it will facilitate identification of those who operate in accordance with the law and recognise, through the evidence that allows the information, those who infringe it.
In addition, this agreement and the use of technological tools of last generation and artificial intelligence, will provide protection and safety for our fishermen when they are at sea, will allow for more quickly and efficient entry and landing in ports, and opens up opportunities for implement regulatory and market incentives to reward them.
«The adoption of this agreement demonstrates the leadership of Costa Rica and its commitment to the transparency, accessing data and a monitoring system for vessels transiting our waters. Working together with OceanMind will allow us to promote the sustainable use of our marine resources and benefit the fishing sector, both by strengthening control and surveillance measures in our jurisdictional waters, as well as providing a guarantee for our fishing sector in international markets that our fish comes from sustainable sources «, Carrasco added.
Costa Rica’s national waters cover nearly 600,000 km2, 10 times larger than its land area, and it is a country widely recognized for its global environmental leadership. Fisheries are a vital source of work for many coastal communities in Costa Rica.
